County to Consider Changes in Private Road Incorporation Policy

The county policy for accepting private roads into the public road system was discussed at length during the Thursday ‘working’ meeting of the Pickens County Board of Commissioners. The policy, which was written in 1997 and not been revised since, needs to be updated and more detailed in order to balance the need for adequate roads against maintenance responsibilities (and costs) incurred by the county.

Minimum requirement alternatives discussed at the work session included:

A requirement that developer’s post a bond (or put funds in escrow) in order to guarantee that a road would be maintained in the event that the development company filed bankruptcy

A requirement that paved roads be developed to county specifications before they be admitted into the county road system

Planning and Development Director, Joe Lou, suggested that a the policy should incentivize developers to build roads to high specifications in a ‘win-win’ effort to ensure that citizens get good roads and the county understands the financial obligations related to road maintenance under its jurisdiction.

The matter will be revisited during the July 17th Commission meeting.

Other matters discussed at the meeting included the possibility that the county would assist in the funding of a sidewalk within the bounds of the City of Nelson, and the county’s time commitment to build a firehouse on land donated from Big Canoe Company LLC.
