a) 2013-2017 Community Work Plan for inclusion in the Joint Pickens County
Comprehensive Plan – Motion to approve the Comprehensive Plan discussed at the
February 18th work session (Edith)
b) Use of City Hall – Motion to establish a facility use fee of $15.00 per hour (two hour
minimum) for City Hall and a city employee or council member lets you in and locks up.

8. New Business:
a) Easter Egg Hunt – Will the city host a egg hunt? Will the city donate money for
someone else to host a Easter egg hunt? (Brandy)
b) Annual Clean-Up – In April every year the city normally provides the red sanitation
truck for residents to get rid of unwanted items. Will the city be doing that this year,
since the red truck is broken. (Brandy)
c) 2013-2018 Capital Improvement Plan – Motion to accept the 2013-2018 Capital
Improvement Plan items as written. (Brandy)
d) SPLOST 4 Checking – Have the bank signers open up a SPLOST 4 checking account.

e) Transfer money from SPLOST 3 to SPLOST 4 – Motion to transfer $61,727.16 from
SPLOST 3 that was belongs in the SPLOST 4 account. (Brandy)
f) Financial Management Policy – Motion to accept the Financial Management Policy
(Brandy)
g) Cherokee County Fire Tax – Motion to pay Cherokee County $78,027.85 for fire tax.

h) Unfit structures – What does the council want to do about unfit structures? (Edith)
i) Decorum Rules – Motion for approval of the presented Rules of Decorum (Duane)
j) 1st Reading of Family Protection Ordinance – This ordinance would allow law-abiding
Nelson citizens the legal right to keep a firearm in their homes for protection of person
and property. This ordinance will help relieve the homeowner from the fear that they will
be prosecuted should the homeowner be forced to use their firearm against a person
with evil intent.
I would also offer this ordinance in opposition of any future attempt by the federal
government to confiscate personal firearms. This ordinance takes into account any
personal objections, physical or mental handicaps, any financial hardships as well as
criminal history. This ordinance was previously passed in Kennesaw, and has withstood
the test of the court system. (Duane)
k) Traffic Calming Policy – Motion to adopt a traffic calming policy (Jonathan)
l) A Civility Code Policy – Motion to adopt A Civility Code Policy (Jonathan)
m) Public Comment Form – Motion to adopt public comment form (Jonathan)
n) Public Hearings and Participation Policy and sign in form – Motion to adopt Public

o) ARC Green Community – Motion to have the City of Nelson apply for ARC Green
Community Status (Jonathan)
p) 3-Way Stop Sign at Pickens Street and Reavis Mtn Road – Motion to approve a 3-way
stop at Pickens Street and Reavis Mtn Road. (Jackie)
q) A signed release will be needed before a person go’s on and cuts brush from private
property in the name of the city of Nelson from now on. With what is to be done and cut
signed by City Manager and land owner. (Jackie)
